OLCC Now Requires Licenses to be Active in Order to Process Changes

The Oregon Liquor & Cannabis Commission (OLCC) will require licensees to have active license in order to process change requests, such as transfer of licenses. They have issued Compliance Bulletin CE2024-04 for an explanation of the changes, FAQs, and examples.

Effective December 1, 2024, Licensees are required to keep their license status active while the Commission is processing any change requests.  Including, but not limited to, changes of ownership, or changes of location and ownership (combo).  The Cannabis and Alcohol Management Program (CAMP) was launched in March 2024 and built to align with the statutes and rules for marijuana licensing in Oregon.  The laws and rules related to marijuana licensing only allow the OLCC to process change requests if a license is active.  Therefore, licensees who have submitted change requests are still required to renew their license so those requests can be processed by OLCC staff. 

If a licensee fails to renew their license the pending change requests cannot be processed because the license is expired.  This does not change the 30-day grace period licensees have to renew licenses.
